Notice of Constitutional Change

 

In accordance with the constitution of the Old Penarthians RFC, notice is hereby given of the following proposal to changes to the constitution.  The proposal having been served, correctly in writing to the Secretary, within the appropriate timeframe.

 

The proposed changes relate to existing clause 4 and to three new clauses 37, 38 and 39 of the constitution.

 

CLAUSE 4 AMENDMENT

Clause 4 of the constitution reads as follows:

Management Committee

4.    The Management of the Club shall be vested in a Management Committee that shall consist of the Officers of the Club and not more than eight Members to be elected as hereinafter described and all of whom are hereinafter referred to as Committee Members.

 

The proposal is to change Clause 4 to read as follows

Management Committee

4.    The Management of the Club shall be vested in a Management Committee that shall consist of the Officers of the Club, an appointed representative of the Mini & Junior Section of the Club and not more than eight Members to be elected as hereinafter described and all of whom are hereinafter referred to as Committee Members.

 

INTRODUCTION OF NEW CLAUSES 37, 38 AND 39

It is proposed that a new section is added to the constitution with three new clauses which shall read as follows:

 

Mini & Junior Section

37.    The Mini and Junior Section of the Club shall be controlled and managed by a Mini & Junior Section Committee in accordance with a “Mini & Junior Section Operating Guide”.  This Guide shall be revised and amended as necessary by the Management Committee in consultation with the M&J Section Committee.

38.    The Mini & Junior Section of the Club shall be represented on the Management Committee by an appointed delegate. The delegate shall have full voting rights as a Member of the Management Committee.

39.    The Management Committee shall have the power to approve or veto any decisions made by the Mini & Junior Section in the best interests of the Old Penarthians RFC.

 

The amendment is proposed and seconded on behalf of the Committee by:

 

 Mr A.R.Crimp and Mr J.A.Vaughan

 

 

 

The purpose of these changes is to recognise the existence of the established and thriving Mini & Junior Section of the Club and to provide the Section with a constitutional right to be represented on the Management Committee of the Club. 

 

The creation of a formal position on the Management Committee is also considered an important step in the integration of the two Sections, which can only encourage the continued ethos of ‘One Club’.

 

Up until now the M&J Section has been administered with good intentions and there is no reason why this should not continue.  However, as the Section grows and the original administrators leave their roles some guidelines for future administrations are considered appropriate.

 

To that end a ‘Mini & Junior Section Operating Guide’ has been developed.  This Guide will be available on the website and copies will be circulated at the AGM.

 

The present Management Committee sees this as a positive way in which the Section can administer their own affairs whilst at the same time ensuring that the overall control of the Section remains with the Senior Club.

 

 

 

 

The amendment and additions to the constitution will be put forward to the Annual General Meeting of the RFC for discussion on Thursday 27th July 2017.
